Federal prosecutors on Tuesday announced criminal charges against a Russian national, Dimitry Yuryevich Khoroshev, for allegedly creating, developing, and administrating the LockBit ransomware-as-service group. The U.S. State Department at the same time offered a $10 million reward for information leading to the apprehension and arrest of Khoroshev, a 31-year-old from Voronezh, Russia. The Treasury Department also imposed sanctions on Khoroshev, blocking all property and interests he holds in the United States or are in the possession of Americans. Khoroshev, who also is known as LockBitSupp, LockBit, and putinkrab, was charged in a 26-count indictment in U.S. District Court in New Jersey, which accuses him of personally pocketing at least $100 million from victims of the group. He typically received 20% of each ransom payment, authorities said.

In 2023, nearly 8% of U.S. home sales yielded profits exceeding $500,000, compared to about 3% in 2019, according to an April report from real estate data firm CoreLogic. To the Editor:Re “M.T.A.’s Congestion Fees Will Launch on June 30” (news article, April 27):Any congestion pricing plan must be implemented responsibly, with full consideration of its effects on vulnerable communities and the environment. Drive, concentrated in an area with many low-income residents that is already designated as an Environmental Justice Area by New York State, is deeply concerning. If this plan is to be truly transformative, its effects must be thoroughly studied and mitigated. The M.T.A.’s resistance to a proper environmental impact study and its urgency in pushing this plan forward are alarming. Rushing forward without proper due diligence is irresponsible and risks irreparable harm to already vulnerable communities.

Toward the end of Maggie and Shane’s article, they report that Trump campaign officials told donors that the 2024 race has only three swing states: Wisconsin, Pennsylvania and Michigan. But Trump campaign officials also showed donors an “expanded reality” map that included Minnesota and Virginia, neither of which has received much attention this year. First, maybe they’ve polled and really see something in those states; the electoral map can change, as when Democrats won Georgia in 2020. Second, sometimes campaigns will spend money in less apparently competitive states primarily to require opponents to divert resources from a more competitive state. As time has gone on, though, voter enthusiasm for that social conservatism seems to have waned, as Jamelle Bouie has argued.
